Touch up paint is a last resort way to cover up a scratch. I am strongly against the use of touch up paint it doesn't blend with the paint of the vehicle very well and tends to stick out. There are many other ways to cover a scratch up besides using touch up paint so using touch up paint is an absolute last resort if used at all. Buffing is a much better alternative to using touch up paint and you should always buff before trying to use touch up paint. If you are planning to use touch up paint it isn't a bad idea to buff before you put the paint on it will probably help clear up the scratch so less paint will need to be used. The only real fix to a deep scratch is getting it professionally re painted. Buffing will usually clear up a scratch as long as it cant be felt with your fingernail.
Painting With Touch Up Paint
I wouldn't recommend using touch up paint at all but if still decide to use it you can follow theese tips to make the paint look less noticeable. To get touch up paint you will have to contact a dealership to get the correct color. If you are painting a scratch it should be a scratch that is in an area that is not very noticeable. I wouldn't recommend painting big scratches they are better left alone until fixed the right way. When using the touch up paint always be careful to not use to much paint and always make sure to paint in a straight line.
